so far, i have won 2 youtube contests. years later, ive never recieved anything from the 2 contests. i responded to their private messages with my mailing info, and didnt get responses after. where could i go to report this? ive already flagged the videos.

I am not sure there is anything you can do about that. The maker of that video has the right to do as they wish and youtube just doesn't make time to make things straight like that. Youtube says it's your responsibility on what you participate in on youtube.
